Countdown to
changes in
the
safeguarding
process |

If your
organisation
works with
children
and/or young
people, or
vulnerable
adults, you
will be
aware that
the proposed
changes in
the
Safeguarding
and CRB
processes
are almost
upon us. The
information
below is a
reminder to
members as
to how it
will work
for your
organisations: |

From
June
this
year
RBK
will
be
using
the
new
CRB
forms
which
will
incorporate
the
ISA
(Independent
Safeguarding
Authority)
registration
as
well
as
an
enhanced
CRB
check. |
|
● |
These
forms
are
sent
off
to
the
CRB
in
the
normal
way
and
will
be
held
unprocessed
until
their
go-live
date
of
28
July. |
|
|
On
26
July
the
CRB
will
start
to
process
applications
made
on
the
new
forms. |
|
● |
From
November
2010
it
will
be a
legal
requirement
for
individuals
working
‘frontline’
(known
as
regulated
positions*)
with
children
and
vulnerable
people,
to
register
with
the
ISA. |
|
● |
Organisations
will
be
given
up
to 5
years
to
ensure
all
current
employees
and
volunteers
are
ISA-registered
from
July
2010.
It
is
suggested
that
this
starts
with
new
volunteers
and
employees
and
then
staff/volunteers
whose
CRB
checks
are
the
oldest.
|

● |
Employers
will
be
able
to
carry
out
a
free
online
check
of a
person’s
ISA-registration
status. |
|
● |
Enhanced
CRB
checks
will
continue
for
‘non-regulated
activities’
and
will
give
a
person’s
full
criminal
record
and
other
relevant
information,
including
if a
person
is
barred
and
the
reasons
for
that
bar. |
|
● |
Where
any
applicant
has
a
relevant
conviction,
caution,
warning
or
reprimand,
the
CRB
will
send
the
information
to
the
ISA
who
will
assess
the
appropriateness
for
them
to
work
with
vulnerable
people. |
|
● |
Any
such
individual
who
is
on
the
new
barred
lists
by
the
ISA,
will
be
barred
from
a
much
wider
range
of
jobs
and
activities
than
before. |
|
● |
A
new
duty
to
share
information
will
be
enforced
–
employers
(this
includes
placement
organisations
working
with
volunteers),
social
services
and
professional
regulators
will
have
to
notify
the
ISA
of
relevant
information
so
individuals
who
pose
a
threat
to
vulnerable
people
can
be
identified
and
barred
from
working
with
these
groups. |

The
cost
for
an
employed
person’s
ISA
registration
with
a
CRB
check
is
£64.
There
is
no
cost
to
volunteers. |
|
|
|
|
*Regulated
positions
are: |
|
Any activity
of a
specified
nature that
involves
contact with
children or
vulnerable
adults
frequently,
intensively
and/or
overnight
e.g.
teaching,
training,
care
supervision,
advice,
treatment
and
transportation. |
|
Any activity
allowing
contact with
children or
vulnerable
adults that
is in a
specified
place
frequently
or
intensively
e.g. schools
and care
homes. |
|
Fostering
and
childminding
(childcare
is covered
by place or
specified
nature,
childminding
is separated
out as a
provision
from
childcare as
it is a
requirement
for them to
register
even though
they are
self-employed
and
frequency
does not
apply to
either) are
also covered
under the
term. |
|
Any activity
that
involves
people in
certain
defined
positions of
responsibility.
Such
positions
include
school
governors,
director of
children
services,
director of
adult social
services and
trustees of
certain
charities. |
